There is also academic discrimination. A levels are for most Arts subjects, above Grade 12 standard by miles. (I am not a science based individual, so would not presume to comment on science...

The problem is the inconsistency between provincial jurisdictions though. In Ontario, my first UK degree gives me full credit plus one year (roughly) at Masters level. In BC, all I got was lower...
