Hi, in most cases here the department decides who gets grants, or at least has the knowledge where you should look. If you spoke to the admissions office of a university they may not know as much.

I've always read it to be one has to have been here for four years on the right visas, and it is allowed for that person to have been abroad for up to a year in that period - so somebody can go away...

You might wish to consider around Oakleigh in the South East. It has a busy town centre, coffee shops, train station, and around 30 mins from the sea - if you don't mind driving 15 minutes longer....
