Why not phone in your meter reading every month or enter online then you will not have problems. We have done this for about 5 years, first by phone then registered online and enter online for 2...

Maybe best to keep you cleaning and cooking vinegar separate. You can get clear pickling vinegar from "brit" shops ie iceland. But I use apple cider vinegar for making chutneys and it keeps fine.

With a bank card you can withdraw money here, or online transfer amounts (below 6,000!) but keep it in any bank in the world. With the bank situation at the moment I would not keep it here!

yes it all works the same when the meter man comes every 3 months or so. I have been entering for the last 2 years.
