Ban it from places where you are required to verify someone's identification but don't take away their freedom from wearing it altogether.

Same thing happened to me last month. I'm also with Commonwealth Bank. They said 4-6 weeks but mine was reimbursed within the same week. So don't worry about it, you'll get your money back soon.

I can tell you that it is recognized. I did my Bachelors with NCC and London Metropolitan University (final year) and ACS recognized it without any fuss. So don't worry and go ahead.
