I lived in Tauranga for 6 months when I first arrived in NZ and there was zero work so I applied to Christchurch and got a job before I moved down. I think it helps to be in the country...

Papamoa is supposed to be good. As for Tauranga itself, Otumotei is more of a quiet surbaban...
