If I understand correctly, an original UK birth certificate can get legalized (apostilled) without being certified by a solicitor or notary public in the UK beforehand. Can an original consular birth...

In the UK, I think there is a document called "certificate of entitlement" issued by the DVLA but I am not sure whether it is still available as I am currently unable to find in its official website.
