As John says, you do not have to pay more to be registered.

Although you're not registered, you must pay some local taxes (IBI, trash, etc) to have a property in Spain.

I do not know why the article writes that information. The Law was amended in 1996, but its final version is the one I mentioned.

Yes, that's a possibility. But there are also people who living illegally in Spain, such persons may register with the passport. The case that you have written is common in people of the UE.

The Law said every person living in Spain is obliged to register in the Register of the municipality in which usually resides. Who live in several municipalities must only register where he is living...
