A friend of mine wishes to visit the UAE but isn't from one of the hallowed countries which allow you to enter without a visa in advance.

Sharjah is affordable but there's a reason for that. Expect a 3hour daily commute each way. Traffic is that bad on the Sharjah commuter route.
