if anyone can help with VPN please do PM me...I'm a complete novice...
Also, do you have to have your own internet subscription or will it work over the broadband from the institution i work in - ie i live in staff housing and we have broadband provided (with a institution block on top of the UAE block!). Any help much appreciated!

Seems Yahoo Messenger voice calls are blocked. Very hit and miss, seems to work occasionally for me. I checked the internet to see if any other reports of issues and see this from someone else on Yahoo Answers... seems Etisalat haven't delivered yet on their proposed VOIP system...

April: Your ISP, Etisalat, is most likely blocking the ports (80, 443, 5061) Yahoo Messenger needs for Voice services.
April: For the service to work properly, you will need to ask your ISP to open the required ports.

I wanted to thank all of u for helping me find a way around , I have now set up a vpn and it works just fine
