+1 for Public Mobile. They operate on the Telus network (same as Koodo). You can pick up a sim card from various places, including Walmart or online.

Not at the moment, no. Air Canada's route to Heathrow is currently suspended due to the 737 MAX flight ban. WestJet has seasonal service to Glasgow, Gatwick and the new Manchester route.
