You should count weeks from the date of 'documents received'. 16 weeks is the maximum time ACS takes, it could be well before that. After this time you can contact ACS to know about status.

3) You HAVE to attest every page, you DON'T need to sign, only ATTESTER needs to sign EVERY page.

I think your actual status is "With Assessor", otherwise they are sending mail that "your result is about to post with registered post number. wait for 3 - 4 days as this is normal time to change...

Thanks Dorothy...I am on 457 currently. so this means I dont require to obtain any 'police certificate' from my home country at this point, right ? otherwise this could be time consuming.
