This is correct. Your town taxes are divided up over a 12 month period in addition to your monthly mortgage. They also increase with time as well.

I'm not sure if the use of was and were are different here. I hear people saying 'If I were .....' but I have always said 'If I was...' etc. I'm not sure if I just always used it in the wrong way...

I think I'm right in saying that any phone will dial 911 even if the plan has expired so you could get the cheapest pay as you go phone and not top it up and it would still be good for 911.
