Maybe it's generally used by Embassies and Consulates in other countries, but London just skips it. They have been known to use their own version of the rules for other aspects of the visa process.

I think it takes a couple of days for the results to get to the Embassy. It's certainly not an instant thing like afternoon courier, as far as I am aware.
