We went to UK this year. Exit Clearance certificate was Php 2400, done at the local BI. You can apply 30 days in advance and it took about 20 minutes in total.

You can open an account with Wise to have Sterling paid in to. It has a UK sort code and account number, and also the facility for direct payments.

No charge for receiving Sterling BUT maximum...

Nationwide Building Society going down the same route. Been with them over twenty years, checked I could keep my accounts before leaving UK and was told no problem.

I think that if you read it again it is NBI Clearance Certificate. This is National Bureau of Investigation.

Takes about a month to be processed normally, well it does here in the provinces.
