Not so much of a priority but with everything else being equal would go with 1. beach 2. mountainview 3. cityscape.
Crucially is the balance between the time commuting to work and back vs the cost...

Bourbon is right. PR is not the route to work in OZ though it used to be so in the past. Citizenship will give you that but at the expense of benefits. Residency route in OZ would be the best way....
