Nope, not the same as a TA. When I was in Sydney on my WHV I was classed as 'Electrician - Unlicensed Grade 5'. It was the equivalent of someone who'd finished their apprenticeship and was waiting...

That's not true in every state. You can work unlicensed in NSW. In theory you'll be supervised by licensed sparks.
