As far as i know there is no "deciding time". Once you and the children are removed from the UK to Oz you are no longer entitled and would be fraud if you continued to receive the payment.

When we did our German police checks last year we scanned the originals without translation and they were accepted, we had no problems and were granted our visas.

I cant answer whether or not the bank is right to charge that extortionate amount, but IMO it's disgusting.
