I took my 3-year-old back to England last month (she has a U.S. passport, I have a U.K. passport), and nobody asked us for a letter. Take one if you're worried about it though for peace of mind....

Yes, you can get a bus to Tukwila from downtown Seattle, probably takes 30 minutes or so to get there via bus.
