Both me and my partner Are pensioners living in Valencia area, he has a higher income than me yet pays nothing, I have to pay 10% and wonder if this is because he has a small Spanish pension.

As from January 2016 the UK no longer issues UK pensioners living in Spain a EHIC card to visit the UK, it is not necessary. You only need a EHIC card if visiting other countries in Europe....
