Spot on. Introduced in the same legislation in 2008 which withdrew health care from early retirees.

There´s no capital limit - its simply based on household income (with allowance made for dependants). Here´s link to law which introduced it over 20 years ago;

Not destitute just ian ncome below about 600 euros per month. Any assets such as cash in the bank, property etc are disregarded.

Looks like they only run during season - had a look a the timetable and there´s nothing after 27th October. :( Can´t think of any one else who flys from Valencia to either the Midland/ North.
