Had the same problem even though Lepto part was missed out of our dogs booster (they used water or saline solution instead), he was tested again a week before he was due to fly & levels were found to...

You should be able to get a swim vest in Big W for about $35, also access to the pool may be like our rental and have a fly screen & door (with a very high handle for opening) in the way...
