You seem to have a good understanding of the immigration process. If you have your heart set on Ontario I think you have laid out all your options in your post.

It's a pity that age loses points :(

I recieved 'ready for visa' email/ PPR on the 15th.

Looks like they are starting to hand them out to outland candidates again. Hopefully this might mean they are looking at making travel...

Draws are a bit messed up right now, the last few have been to CEC and PNP candidates only. If more CEC draws are made the points needed for this kind of draw...

I looked into taking the exam a short while ago but for Manitoba. Same story, you have to live there.
I researched some other provinces and most were the same, however you can take the C of Q exam...

Try not to feel down. I was in a similar situation not too long ago, it could still work out for you.
It might be worth keeping an eye on the Rural and Northern Immigration Pilot, you never know...

In a way I think it is crazy that it has become so difficult to move to Canada. I am a tradesman also and if I had waited another 6 months I would have dropped below the points needed for EE...

If you take and pass the exam it should give you the same points as a job offer.

I had similar issues with proof of funds. Hardly any of the details I needed were on the reference given, I had to go into bank and luckily I got another reference from the manager stating everything...

I can't say for higher up qualifications but I gained a one year diploma from the Open University UK.
I had the diploma assessed for immigration by WES and they gave the equivalent of a one year...
