I think Straighttalk is your best bet. Virgin Mobile is CDMA so is not applicable to an unlocked GSM phone.

We had the old Worldperks credit card and got free flights to Scotland from Seattle with it about 5 years ago. Then Northwest got taken over by Delta. It then changed to Worldperks run by USBank.

Go to Asda and you can get a Sim and Five Pounds of credit for five pounds. Tmobile has them too but Asda Mobile is cheaper.

In the WA DMV there is clearly a requirement that you need to show proof of residence. However when I got my licence I simply needed an ID (passport) as proof of who I was. No one at the DMV asked...

I actually did not realise that this was a Canadian site. I thought it was similar to the FCO site. In certain situations though I have found that www.britainusa.com lacks depth in certain areas.
