Maybe I should make myself clearer I am talking about the governments response to aid those in need - which is of course led by their desire to appease the voting public. I am not talking about a rating based on a 1000 people in each countries response to a charitable poll questionnaire.

At a community level the US is a very charitable place. At a political level I don't understand the US at all. Illogical, corrupt, short sighted, reckless, selfish are few words that spring to mind.
