I haven't looked into the UK side of things at all, but he said that you have to prove residency in order to open an account over there (the UK). My little boy was born here and doesn't have a UK...

Sorry I read your question the wrong way round, what I have given is the WA procedure, no idea what the Vic procedure would be, but yes you would still need to re-register it.
