Almost all phones released in last 5y have dual sim, so no need for esim.
There are payg sims, but charge small monthly fee and/or require one call every x days. Otherwise they die.

Answer is no.
IVA refunds are only for goods to be taken out of EU.
Unless you want to take you estate agent with you in bag. :-)
