VAT - can it be reclaimed by Non Residentes ?

I suppose this is a question expecting the answer 'No', but here goes anyway :
I was expecting my estate agent's hefty 5% charge for selling my house.
But I had forgotten about the massive VAT on top. Adds a couple of grand.
It's just crossed my mind to wonder, prompted by seeing all those posters at UK airports telling people how to reclaim their VAT on stuff purchased in the UK, whether there are any circumstances in which non residentes can claim back VAT paid on services in Portugal ?
I am guessing no, but anyone know better ?

So if one purchased an expensive item, not sure what, maybe a watch ? the VAT on that could be reclaimed ?
