97% is maximum i've seen.

95% are pretty easy to get.

I agree, rent and save the difference you'd be paying in Mortgage and you'll have deposit in no time.

As a programmer with 7 years dev experience, and 3 years of that in Oracle - I suspect you will earn more here than in Canada. I'd say around $70k as a minimum for yourself. but that's my opinion....

Well i can't speak about Victoria, but as far as gaining a visa, there are certain procedures etc you need to go through and at the moment i'd expect a fair wait. Strangely - you're not the only one...
