Also getting a Dutch licence wouldn;t really help at this point as you need to have had it for a year to hire a car.

Thanks, but if he can't get any satisfaction from the company then presumably he would have to fall back on finding out whether his employer has acted illegally according to Zambian employment law.

The AOS is not payable until just before visa grant. Are you aware that this visa may be scrapped soon, by my reckoning round about March, so I would apply sooner rather than later.
