Actually you can apply for a Commonwealth Seniors Health Card once you have 2 years permanent residence and are over 65, although it is means tested. This gives discounted prescriptions (currently just under $6) and also discounts off any pharmaceuticals.

You have to be over 65 and meet the income requirements.

The OP's parents are not over 65.
