I'm not sure that is the case. I had my I-94 taken out of my passport and was told that until I had received my greencard I could not leave the country, unless I had an I-551 Stamp in my passport.

I got my manilla envelope last week too! It is too driving me mad.

I had a fairly painless interview too, just the 2 trips to the window over 30 mins inside the building and the visa...
