The problem you will have is that people wont employ you without a Work permit and you can't get a work permit without an offer of employment.

My cousin arrived on the 3rd of July. Found a job easily enough as a HVG driver. The problem he had was converting his UK license as the company wanted a NZ lic, so we had to get that...

In Auck, yes cabbies do work for themselves and I would guess in other parts of the country they do also.
