Quotas By Country Or Post?

I'm aware that Canada has quotas on immigration but does anyone know if they are on each mission or if they are on individual countries.

Any particular reason why you're getting PR status but not actually intending to become resident until 2009?

I'm pretty sure that that's not allowed and that you should be stripped of the PR...

Going my previous experience and that of others as far as Canada goes I'd consider looking for a miracle rather than a jobsite.

Suffice to say it's very hard to get employment in IT in Canada...
