1) How long is a piece of string! It can take anywhere from 3 months upto 9 months and can take even longer based on the complexity of the case (and other factors beyond the scope of my response).

If it was <last> four <continuous> yrs with 3 as PR and 1 as temp visa (WHV) then yes you should be eligible (assuming there were no absences from Australia in these 4yrs....as in no absences <more>...

As far as I remember, DIAC requires that passport be valid for atleast 6 months before they can/will grant a visa. Go get your passport renewed ASAP!

175 visa application can be converted into ENS 121 application. This was mentioned in FAQ released by DIAC sometime in Apr last year.
