there are industrial systems of potentially 1000mb (1gb) but these are inordinately expensive. As I said earlier Virgin in Uk are offering packages of 100mb but this is a pipe dream for spain at the moment as even the spanish will admit Franco has kept them 20-30 years behind the rest of europe.
the problem for many people is the distance they are from the last amplifier\repeater as the copper cable lengths, installed for basic 50v telephone lines, may be many many decades old, the connections are not too hot, in countries like spain the cable will expand alot when hot and shrink when cold. (same happens with mains cables) all of these things can and do effect the speed. the analogy is using different lengths of water hose, when short the water pressure is higher than when the pipe is many times longer.
this is why the provider only says "up to Xmb" knowing full well after it has left the exchange it is already starting to fall.

there's oodles more that could be turned into a 45-60min lecture (english only my spanish isnt good enough)
finally (yes) August 6th is deemed to be the birthday of the WWW and it is today the 20th anniversary since its father Sir Tim Berners-Lee announced it to the world.

We are only 40 klm from Malaga but the new flats built in the nearest village to us are unable to have a land line, the exchange is due to be updated... but if that's going to be any time soon is anybodies guess!

For us personally 1 mb is all we can get (on a good day) for our 40€ a month.

You also have to add into the equation the fact that away from the big cities and the coast many rural communities have no further capacity for new phone lines.

They want to play on the world stage (and why not) but they don't have the infrastructure. without it you cannot move to more people working from home, so they have to keep travelling into the big city.
so they improve and improve the facilities in the big cities whilst denying the outlying regions even basic equipment.
I am sure Spain isnt the only country with this problem but it is a problem we have to live with as this is now our home.
And I haven't forgotten that it isnt all a bed of rose petals in the uk

Meg, thats part of the Franco legacy! So many Spaniards I know look back on those days as being the root of so many of Spains current ills.

It would be nice to have the Internet speed I had in England, but in truth I don't really need it.

Even back in rural England not far from where I used to live an Internet connection was just a dream, I guess rural areas in most countries are not of much importance to governments when it comes to spending money, much better for them to spend it where the large populations are....as that's where the votes are too!

If you've contracted for less then it's good.
If you've contracted for more, then it's bad.
How can we tell unless you tell us what you are expecting to get?
The real problem in checking speeds is that they all give different results!
Your link gave figure of 0.497 download and 0.79 upload for the non-flash option. Using the speedtest flash version gave figures of 1.07 and 0.58. I then tried www.speedtest.net which gave figures of 2.13 and 0.88
As you can see, they vary enormously! (Download speed ranges from 0.497Mbps to 2.13Mbps)

Yes we are indeed thirty years behind here, personally I wouldn't change it as it's part of this regions charm.

The Spanish govt state that they consider that everyone should be in a position to access the internet.
In the absence of lines and terrestial signals they have been encouraging ppl.to access the internet by satellite services, providing grants to aid the initial connection and keep the price within reach of the average citizen.
Initially speeds were quite slow, but as I understand it some of them have recently been upgraded to a reasonable standard.

In the Franco years everything was owned by the Government. It is only since his death that things have started to change.
It is the duty of Governments to provide the incentives to business to provide the infrastructure.
Like Santander, Telefonica is becoming a behemoth, too large and unwieldy in exactly the same way as BT. But like BT it is the majority stake holder of the backbone of the telecoms in Spain, the cabling, the interfaces and the distribution\exchanges. BT has been fighting for years to restrict access to their exchanges from other suppliers who don't have the backbone.
Royal Mail has the same problems, competition has been let in and they have creamed some of the profit areas but RM are the only ones who have the backbone for making deliveries to your door.
It will take time, and Telefonica will do it at their pace, its their money. And remember that there are still many places in the UK which like Spain don't have a telephone line, letalone a viable broadband service.
If you really want to complain then shout about why in Madrid you can get a 50mb service but in a little village can't even get a telephone line as the exchange doesnt have any spares. Its all down to profit at the end of the day...

We moved last weekend, literally into the next street
we had to take a new contract or wait 6 weeks to be re-connected, but everything is the same as before equipment wise & we are still contracted for 6MB
this has been our average speed ever since they came on wednesday

just found out we are contracted for 3mb but barely getting 1mb in the city. They (telefonica\movistar) have an offer on for for new subscribers of 10mb for the same price we are paying

that sounds good - do you feel it is any faster\better rather than speed test telling you so ?

when the OH rang Movistar to say we were moving & we wanted to take our number with us, we were told we could, but it would take 6 weeks

or, for no penalty & no connection fee we could take a new contract for a lower monthly charge & have it connected 'by next Tuesday' - a no-brainer really
they rang me to gain access the very next day, but I hadn't picked up the keys yet, so I arranged for them to come on the Monday - & it would have been connected then, but for the fact that the urb caretaker is on hols & they had to get a key for the phone cupboard from the admin office, which took until Wednesday
maybe we are now contracted for 10 - will wait & see what the bill says
