Yes if you lose it there you have to apply from the USCIS in Grosvenor Square, London and pay an extra $150 something bucks.

I've lost my green card and tried to apply for citizenship but failed the pre-qualification due to being in UK for a year...

There wasn't anywhere on the form to put that. I searched BE and there is a timeline for passports thread. Looks like its taking 3 1/2 weeks on average. I think i'll pay the extra and overnight it...
