There is the 183 day rule, basically if you arrive pre Jan 1, you are deemed a tax resident of oz for the whole year, and the Ozzies will tax you on your annual global income, but leaving...

Actually in Japan, it isn't the quality of the education that counts, it is the name of school you went to - so they are probably coming to Oz for different reasons than you suggest.
