Question Police clearance

I know someone who was a naughty boy about 13 years ago and had 3 convictions for shoplifting, only got fined. This I believe wouldn't affect emigrating to Oz - would it?

Could someone help me? Can the bank certify copies of documents or does it have to be a solicitor or notary?- notaries are bloody expensive.
