If there are no other options, sitting a GED exam might be an option. I believe the age limit is 16 so your son should be old enough and have the education to walk it.

According to my local registry, the only reciprocal agreement with the UK is for a class 5 licence. Any other class, motorcycle, truck etc means you have to sit a test.
Then again I got my Alberta...
