It says you can use an out of state license (I.e. UK) with a temporary NC driving certificate. No NC drivers license is required. Where is the confusion?

If you are tax resident in the U.S. you are taxed on your worldwide income. You are also taxed in the UK on your income with a source in the UK, subject to the Double Tax Agreement between the U.S....

They almost certainly do have access, just not formally. There was a huge leak of 13 million UK criminal records a year or so ago by Russian hackers. So even if the U.S. hasn't accessed the data...

There is more paperwork setting up a business in the U.S., as there is both Federal and State paperwork, principally around taxes. It's not 'harder', just more time consuming.
