I'm up in MA so the rules may differ... but I obtained car insurance on a UK licence when I first moved to the states without any difficulty.

You should probably contact a few insurers in Florida...

I think it must be a US notary - if you are outside the US you might try the nearest US embassy or consulate.(remember to take photo-ID with you though).
