Cheers for the confirm that. So that is correct we need la tarjeta de residencia before anyone can apply. I guess we just have to accept these bank admin charges for now

I`ll be in Spain in 3 weeks. Can I pay my NON RESIDENTS TAX at my local Suma office. I`m taking a 210 form, NIE, passport and valor cadastral.
