To be honest, I have no idea. Perhaps it's because it's not really an online payment as such. You fill a fee payment form with your card details when you are mailing your application. CIC then...

Thanks for your reply. CIC does accept debit cards. It's a master card debit card. I know someone who used a debit card a few short months ago and he now has PR.

If it's easier to get the pr though, would it really hurt to go that route? You can still leave as a permanent resident if you don't like it but if you do like it, you'd be good to stay for good....
