No, there are no legal requirments. However, it could greatly help if you can get yourself membership of IEAust. It would help even more if you can get CPEng (Chartered professional engineers)...

I have thought of it. But it's against the law for an Australian citizen to charge a fee for providing immigration advice if he/she is not MARA registered. Might still be possible by setting up...

But it's not a good idea to live in NZ on the basis of Aussie P.R. If you keep away from Australia for too long, you will not qualify for a RRV (Resident Return Visa), and you will end up without PR...

Looking at the timelines of few Pakistani applicants that got visas recently, I am inclined to believe internal (ASIO) checks are taking about 8 months.... Would you agree?

Try to stay away from accounting as fresh graduates are not very favoured upon after finishing their degrees in Australia if they don't already have P.R.
