Once again the newspapers are full of stories on how the Israeli are making mockery of our police and home department and tarnishing Goa’s already battered image. We cannot understand why the police do not pick up these persons and deport them immediately as persona non-gratia, which is a law in every civilized country worldwide and neither are we given a reason for that. We already had such a problem few years back with the German national who was running the Saturday night market. It took years for our home department to deport him due to our lax and old immigration laws. No county in the world gives a sixmonth tourist visa with multiple entries. Tourists are staying for years, here, doing nothing and carrying illegal activities and pay no tax at all. The tourists are indulgingin all kinds of illegal business at Anjuna, where not a single house is left for localpopulation. In Morjim and Ashvem, everyrestaurant and hotel is owned or operated by foreigners. Drugs flow freely in these areas. These drugs are imported and used
by foreigners under the guise of running hotels. It is high time that the government
takes a serious note of the matter and brings some immediate change otherwise
it will be too late to make any changes. We need strong laws to handle this and root
out the hippie and laid back culture of these ‘Goans’ completely and bring the up market tourist here who respect our culture and traditions and enjoy our beaches, food and friendly people and not techno parties.

I still haven't understood how exactly Ingo has hurt Goa.
The opposite is much more likely, looking at it from an economic point of view.
His only fault is being German (not Goan or at least Indian).
Last but not least, as far as I know, he has not been deported. They tried, but there was no legal basis for that (surprise). He has been refused a renewal of his business visa, though, last I've heard (no explanation given, and, as we know, no means to appeal).

The problem is that many of those "Goan patriots" tend to just put everything they read and hear in a bowl and mix it up to find that the concoction stinks, while actually not having a clue of what's really happening to their state.

Techno parties are bringing about the Apocalypse. People playing electric instruments, injecting hashish, then raping the sacred cows, then, after quite a history of child abuse, finally turning into terrorists of course.

Bless the upmarket tourist, whose ultimate purpose is to make the life of the ordinary Goan a better one, by supporting the needy 5-star-resorts.

From what I have seen in several cases, where the DoE have alleged that foreigners have purchased agricultural land, the foreigners have paperwork and proof that the land has been settlement or residential for many years prior to them purchasing the land, and the properties were lived in by Indian people for many years prior to sale.
The have alleged this is one case where the land has been residential for over 100 years !
From where I am sitting the DoE are grasping at straws as a means to justify their existence, and trying to fabricate reasons to confiscate.

I think once any of these matters get into the courts, and it is a judged on a matter of pure law, then we may well see a different pattern emerge.
Remember the DoE is a Govt department equivalent to a civil service department here in the UK - They are given powers, but their decisions are questionable and open to appeal by higher authorities - the court is a different matter altogether!

With all this latest stuff including the BBC comment about Delhi and confiscating foreigners properties - these are only the words of journalists. We do not know who their sources of information are - they cold be hearing this information from the chai waller ! It is important for us all not to panic and not to give up hope at this point.

As I'm sure you are aware, Dread, this is exactly what has happened to Mick and Nick, two lovely guys who wouldnt hurt a soul.
I have visited their house, along with one belonging to another English guy further along the same road. They are beautiful properties and Mick and Nick's is surrounded by Goan families who are not being harassed at all.
The whole thing stinks!

GC thinking right imho -
the way the mantras of 'buying agricultural land' and 'companies fronted by locals' keep being re-gurgitated it is obvious that many people in the government (politicians and officers) are unaware of some important points of law:

# 100% FDI is allowed in many areas, including tourism - so there is no need for local directors or shareholders.

# FEMA states that a company* registered in India is a person resident in India - *this is not affected by the fact that the company may be 100% foreign owned.

# FEMA states that a person resident in India may own or transfer agricultural land.*** (There are other laws about who may own 'farms' - which is why some filmstars have lost their 'farmhouses' - but this would not be in the remit of the DofE).
