I think you have hit the nail on the head.
Gibraltar will be included under Britain, same as Catalunya is included under Spain. And Cueta, Mellila, Mallorca.
It is only the Gibraltarians who are saying they are to be excluded and are talking a load of bollocks.

Whether or not that will continue remains to be seen.
But as above the MEP's have voted 355 to 260 in favour of excluding Gibraltar

From the laugh-a-minute Gibraltar Beano -
Andrew Rosindell MP has complained to the British Council over a world map for a booklet for the 2014 Glasgow Commonwealth Games in that “Gibraltar does not appear on the map at all, but if it can be seen, it looks like being a part of the Kingdom of Spain.â€

The Gibraltar Chronicle that MR Fredbargate incessantly feeds you articles from - is a Government newspaper. Please bear it in mind.
To prove my point here is an article from their comments page on the web, slamming the opposition.

As I replied to Jackytoo in post #815 –

First Minister of Gibraltar, Fabian Picardo, has said he wants the Royal Navy to kill Spanish fishermen entering Gibraltar waters as suspected terrorists – by-passing No. 10 and the Admiralty - for which the bollock-brain was dragged back to Whitehall for a dressing down by a Junior Minister in the Foreign Office.
Besides the irritation that European fishermen will ensure that you couldn’t get a ferry from Britain to the Continent for a generation, can you imagine the other consequences of machine-gunning European fishermen in European waters ?
Europe and the Rest of the World would be appalled. We would be out of court with Nato, the US, EU and the UN and any other combination of letters you like to put together.
Spain would therefore have carte blanche to enter Gibraltar to restore law and order in the riot-torn town.
Britain would warn of “consequences†and sanctions. Nobody else would lift a finger – look to what is happening in the Ukraine.
If negotiations to return Gibraltar back to British jurisdiction took place right away, I estimate that they would successfully conclude twenty minutes before Hell froze over.
And, Domino, where would the San Carlos landings take place to regain the Rock ? Eastern Beach ? Benidorm ? Portugal ?
I’m asking questions about what is going on in Gibraltar. So should you.
And just so’s you all know – I know Gibraltar very, very well.
The Rock is British and must remain that way.
