According to advice given by a Cadiz solicitor it is illegal to sell a new build house without a water supply and an electricity supply. A builder failing to provide these basics is liable to a hefty fine and imprisonment.

You ought to post this on the Ayamonte thread
Quite a lot of them apparently are still using builders elec and water.

Perhaps this is so they can take possession of their properties before the entire development is completed ??? Surely they could not get a LdP until the whole place was finished, which could mean a long wait!!!

It is illegal to take water or electric unless your name or the name of your landlord is on the contract.
While they are using the builders supply they are technically stealing it.
The Elec and water companies allow the builders supply temporary and is only to be used while the premises is being built not after it has been sold.
Also if they haven´t got a certificate then they should not be living there.

Ah yes.....but what if the name hasn't been changed, but they are reading the meter and accepting payments direct from you bank account???? In CE this may be a different situation but on the campo ??

I cant answer that, but being Spain, anything could happen.
What happens if one day in the office in Madrid they find out that Mr Smiths meter has used a mil units of elec, but Mr Smith hasn`t paid anything for 5 years ? but being Spain, anything could happen.

I've lost you.....if Mr Smith's meter is being read, is the meter that is on his bill ie the same serial number,the bill is being paid, ie money from a bank account is going to pay that bill, then even if the name on the bank account is Jones, they do not seem to be too bothered. The actual bill is going to an address other than the property, so everyone seems happy. I have been told that to change the name is a mere EU 26 and will be done in time....Endesa's time...this is Spain !!

Not if you live in the chiclana area if everything still dont add up there rip it out and thats it
