It just seems crazy really considering you can use a UK debit card to even hire a car in Canada but you can't easily use a Canadian Visa debit to purchase goods.

Try 2. I used 2 and it went through first time. Others have as well, I think the form includes the sponsor for some reason.

You do not need the PA UCI to sign up, I didn't even know mine till my SA email came through. You just need your passport and such. Just make sure you enter all the information correctly on signup :)...
