The identity documents requirement refers to the applicant so your daughter in this case. You say this is her first British passport - does she not hold a South African passport?

Yes, it's perfectly acceptable to do this. It used to be a get-around if you could provide a UK address but now it's an official option.

If it had expired more than ten years ago then you'll be treated as a first time applicant and you would need to send in birth and marriage certificates.

The estimated times at least four weeks for renewals and at least six weeks for first time applications. There's no upper limit.

It's a 0300 number so it's not possible to make money from a caller. I would suggest the wait is down to the overwhelming number of calls they must be receiving from overseas given the current delays.
