Haven't got a clue, but if I was to hazard a guess I would say that it has nothing to do with the payment rather when they received the application.

You don't have to drop off the documents in person, you can mail them in but it then means you have a 4-6 week timeline for receiving your passport back; my understanding is that if you are hand...

Yes dropped my passport off at the HC in London. You have to drop off the passport on a Thursday between 14:00-15:00; you will then receive some paperwork with a receipt...
